DESCRIPTION: The executive director and other authorized Department of Human Resource Management (DHRM) employees create these rule interpretations in response to agency requests to waive or interpret DHRM rules. Most department interpretations are communicated to agencies verbally and therefore are not documented. Written interpretations are provided very rarely, only in unique situations where exceptions to rules are granted. When a decision is made that may affect more than one agency, the interpretation will be sent out to agencies in the form of a published bulletin.
