DESCRIPTION: Two committees were appointed by Governor George Dewey Clyde to advise the chief executive about mental health matters. The Governor's Coordinating and Advisory Committee was created to advise the governor on the most effective ways and means of correlating state government efforts in order to give the best possible service and avoid needless duplication. The Governor's Committee on Defective Delinquents and Aggressive Sex Offenders was established to look into the critical problems of handling certain types of criminals and mental defectives who show marked aggressive tendencies. Reports generated by both committees as well as background material were brought together in a single three-ring binder. Records in the binder include: (1) "Report of the Governor's Coordinating and Advisory Committee on Mental Health," November 1958; (2) "Preliminary Report of the Governor's Committee on Defective Delinquents and Aggressive Sex Offenders," 1958; (3) "Final Report of the Governor's Committee on Defective Delinquents and Aggressive Sex Offenders," 1958; (4) A Brief of the Reports on the Committees on Mental Health (summarizing the plans above); and (5) Legislative proposals; and "Community Health Services Act."
