DESCRIPTION: Correspondence, memoranda, reports, notes, photographs, constituent correspondence, Governor's speeches and background files of David Buhler, Governor Bangerter's first term policy advisor on economic development. They represent individual and cooperative efforts of state, federal and local agencies, task forces, inter-organizational committees, and private corporations to attract new business to Utah and to encourage growth of those already in the state.

The Department of Community and Economic Development comprises a third of the series. Task forces, advisory boards and other organizations include Metro, Inc.; Committee of 100; Minority Advisory Councils; Federal Research Committee. They deal with industrial development, international trade, community development and housing, minority affairs, tourism, labor relations and job training.
