DESCRIPTION: These minutes and miscellaneous records document the meetings of the Governor's Central Committee on Emergency Relief for Utah and its Executive Committee. The Emergency Relief and Reconstruction Act of 1932 made emergency federal loans available to states through application by the Governor. These committees existed primarily to assist the Governor in obtaining and distributing these loans to Utah's county relief agencies. The minutes record the creation of Utah's first state emergency relief program; preparation of individual county relief applications for submission to the Reconstruction Finance Corporation (RFC); determinations of policy for using received funds; activities of county relief committees and state subcommittees; surveys of emergency conditions in individual localities; financial reports; and all other activities pertaining to the early administration of federal emergency relief funds in Utah. Besides the committee minutes, the various documents forming this series include federal reports, bulletins, and notices; local newspaper clippings; correspondence with federal agencies; sample application forms for states, counties, and families; receipt and disbursement of funds statements; and relief need assessments by county. This series provides a detailed account of Utah's early response to the Great Depression, and the activities of Governors George H. Dern and Henry H. Blood during that period.
