To apply for federal funding, a state agency must first get approval of State Planning; if approved a copy of a letter from the Governor is sent to the federal agency along with the grant application. These are forms notifying the state that the agency intends to seek federal funding, along with the copy of the grant application, areawide clearinghouse review, etc.
