TITLE: Express Lanes roadside data

DESCRIPTION: These are records of transponder reads for the Express Lanes tolling system and user participant information. Records are used for creating trip data for billing toll customers, and studying and researching lane use and improvements. Information collected includes: user participant information, Express Pass account and transponder numbers,vehicle information, trip and vehicle data, images of license plates, license plate numbers, vehicle occupancy data, and user interaction and feedback.
DATA COLLECTION DISCLOSURE
(i) Data Collection Need: The Utah Department of Transportation (UDOT) collects user participant information, Express Pass account and transponder numbers, vehicle information, trip and vehicle data, images of license plates, license plate numbers, vehicle occupancy data, and user interaction and feedback in order to manage the Express Lanes program, including Express Lanes pilot programs.
(ii) Limited Use Purpose: These records are compiled to facilitate current and future program operations. Any user data collected in this program will not be shared with third-parties that do not have an essential role in this limited use purpose. Any data analytics shared outside of this program area will be anonymized to ensure individual users are not identifiable. User data will not be shared, monetized, or otherwise sold to any third-party with data brokering or other commercialization-related interests. This data is subject to public information releases under Utah Code 63G-2-301.
(iii) Refusal to Provide Data: If you choose not to provide the required data, you will not be eligible to participate in Express Lanes program(s) and will be removed from the program(s). UDOT applies a data minimization principle and collects the minimum data needed to responsibly facilitate core program and process transactions.
(iv) Classes of Persons and Governmental Entities Share/Receive Information: This data may be shared with specific UDOT employees that have an essential role in the data processing and analysis. This data may also be shared with UDOT contractors, UDOT consultants, state-level executive branch agencies, and other parties that fall within the scope of the expressed limited use purpose.
