DESCRIPTION: The records in this series are collected, maintained, and processed by the Department of Government Operations, Division of Technology Services (DTS) under the authority of Utah Code 63A-16-803, which requires DTS to create a secure, centralized, and interconnected service to support a web-based, single sign-on portal.

EMPI creates links between the connected systems by matching, resolving identities, deduplicating records, and enforcing and auditing data sharing rules.

The records include personally identifying information and demographic information about customers of multiple state agencies that includes, when available, their name, date of birth, address, phone number, email address, gender, and driver license number/state id number. These are necessary for the purposes of accurately and reliably identifying and matching users signing in to the citizen portal to their records throughout state information systems. The records will also contain a link to more comprehensive data and records that reside in connected systems.

Purpose and Use: The information in this records series will only be used for the purposes and uses specified in Utah Code 63A-16-803. Specific processing activities include: backups, IT system auditing and logging, managing user accounts, improving business operations, managing and processing data, security and compliance, authentication, and online services fulfillment.

The data in this record series is not used for ads or marketing, sold to third parties, or authorized for use by third parties for any other purpose or use except for those identified in this record series or for security purposes.

Information in this record series may be shared with third parties in accordance with Utah Code 63G-2-206, including other governmental entities, contractors and/or private providers whose IT systems are authorized by DTS to utilize the EMPI.
