DESCRIPTION: These are the records of grants received from the Environmental Protection Agency (EPA) to fund the construction of wastewater treatment plants. These grants are provided under section 8 of the Federal Water Pollution Control Act (FWPCA), (USC 33-1158). The records document the funding and subsequent construction of the facilities. Included in these records are correspondence, environmental impact studies, historical impact studies, population growth studies, project budgets, minutes and transcripts of public hearings, Notification of Intent to Apply for Federal Aid, Permit Certification and Plan Review, EPA Assistance Agreement/Amendment, Assurance of Compliance for Title VI of the Civil Rights Act of 1964, and Title 33, Section 13 of the FWPCA Amendments of 1972, Compliance Report, Outlay Report and Request for Reimbursement for Construction Programs, and Cost or Price Format for Sub-agreements Under U.S. EPA Grants. Information includes the name and address of the grantee; the title and description of the project; the program number; the types of applicant, assistance, and change; the area of project impact; the estimated number of persons benefiting; the amount requested and where the money is to be applied; the name of the project manager; the name of the consultant; the location of the project; the project period; the date of the proposal; and the termination date.

Retention for these records is dictated by the federal government. According to an agreement between the Environmental Protection Agency (EPA) and the Division of Environmental Health, all records relating to grants funded before May 12, 1982, are to be transferred to the EPA after the project has been completed and the final audit made. Records of grants after May 12, 1982,are subject to 40 CFR 30.500 (1987), which sets a retention of three years after submission of the final status report; there are some exceptions. Previous retention on this series was permanent due to the potential research value of these records. The agency requested a change of retention to 20 years because the information considered historical is also contained in series 21148-Wastewater project facility plans, which has a permanent retention.
