Scope and Content
The minutes of the Garland City town board summarize the meetings held by the town's governing body. The board consists of a president (mayor), and five trustees or board members. It is responsible for exercising the community's legislative and executive powers (see Utah Code Unannotated, 1991, 10-3-101). The board is responsible for appointing town officers, and levying and passing city ordinances. The Garland town board met monthly, at first, and then twice a month, to carry out these responsibilities and to discuss community affairs. Matters relating to waterworks and sewer systems dominated the discussion for decades. The minutes document appointments for town offices and the board's discussion of problems, which came up, such as liquor dealers disobeying town ordinances and peddlers selling goods without a license. The board planned new developments such as establishing a park, baseball field, and race course. They discussed building permits, business licenses, and the maintenanceof town property such as the library and the roads. Through the years the board approved things like Boy Scout service projects or community events in the park, such as the Wheat and Beet Days Festival. In 1911, Garland City spent $400 to buy a chemical engine with double tanks to fight fires. In 1994 they approved the ordinance to define the number of animals allowed per acre in agriculture zoned property and to change the definition used in the zoning of Garland city.
