Scope and Content
According to Utah law, the governing body of each municipality shall exercise its legislative powers through ordinances. (Utah Code Unannotated, 1991, 10-3-707). In August 1921, shortly after incorporation, the Circleville town board approved and adopted codified ordinances to provide a legal foundation for all aspects of municipal government. These ordinances defined the responsibilities of various town officers, set their salaries, defined their responsibilities, and provided for their election or appointment. Ordinances in the code defined Circleville boundaries and named the city streets. The ordinances defined nuisances and offenses and established punishments. They provided for the licensing of business, established a means of general revenue, and set regulations for such things as the water system, keeping animals (dogs), and telephone service. Ordinances also addressed excavations, stock yards, explosives, curfews, and the sale of tobacco and liquor.
The Circleville town boardrevised codified ordinances in 1926. In addition to these two sets of codified ordinances, the Circleville ordinance book contains a variety of individual ordinances passed by the town board. These include many ordinances relating to the water system, and to establishing and revising water rates. Other included ordinances licensed the operation of a pool hall and theater, regulated the sale of beer, revised the responsibilities of various town officers, imposed taxes on or otherwise regulated dogs, regulated traffic, and validated the sale of bonds for building the water works, town hall, and a fire house.
Gaps in Series
According to Circleville council minutes, revised codified ordinances took effect in January 1960. This series contains no codified ordinances for 1960 and no individual ordinances after 1957 except a 1974 subdivision ordinance.
