The committee was a fact finding body appointed in 1939 by Governor Henry H. Blood. Their purpose was to identify significant problems of public education in Utah and to produce a report for presentation to the Governor ""on or before July 1\, 1940."" The Committee made extensive use of questionnaires in their research. The questionnaires dealt with various topics relevant to the Committee's identified concerns and were dispersed to educators throughout the state.
