Federal law required that an environmental impact statement be written before the MX missile system could be deployed. Hennigson was hired as the Air Force's chief subcontractor\, and they either hired other subcontractors to complete specific studies\, or they completed the work themselves. Subcontractors studied potential sites for the main operating bases and for missile storage and tracking facilities. These studies included FUGRO\, ERTEC\, and EDAW. The Utah MX Coordination Office acquired each group of reports as part of their effort to evaluate the impacts that deployment of the missile system would have on Utah.
