Scope and Content

During its two-year life span, the agency vigorously pursued its main function which was to provide state level coordination and planning with respect to possible community impacts of the MX program. In pursuit of this function, four important activities are documented:

1. organization of the office and the establishment of a direction in planning;

2. collection of information for the study and evaluation of the impact of missile deployment;

3. evaluation of the environmental impact statement and other technical studies; and

4. the coordination of the entire process with the Nevada office and with local governments and citizen groups.

Each staff member had specific responsibilities, and these explain the general subject content of the series.

(1) Paul Cox from Harvard was a technical consultant in ecological issues.

(2) Denise Earle, Administrative Assistant, handled the day-to-day operations of the office.

(3) Ann Keegan, an economist, handled the evaluation of environmentalimpact statements and technical studies.

(4) Kenneth Olson was project director, and his correspondence reflects involvement with a wide range of issues from administration of the office to evaluation of technical reports and the hiring of consultants.

(5) John Roach, Associate Director, was responsible for analyzing specific social and economic impacts of missile deployment on local communities.

Kenneth Olson's correspondence contains most of the information relating to the organization of the office. He also deals frequently with political issues and evaluates specific technical reports. All staff members sought and received technical advice from many sources, and actively collected published information on missile deployment and national defense. This material was used to help evaluate the various technical studies, particularly the environmental impact statement compiled by the U.S. Air Force. As the volume of collected information grew, and after the office was closed; thisinformation served also as a type of "data base" resource.

Conflict with Air Force officials was frequent, and centered around the acquisition of planning data, its interpretation, and public statements made by representatives of the Air Force or from the Utah office. The MX Coordination Office also established a cooperative working relationship with its counterpart in Nevada and with other local government agencies and with local groups. The organization and planning of regional meetings, and the sharing of opinions and data on potential impacts of missile deployment are well documented.
